Transforming a Historic Hippodrome into a Contemporary City District

A few weeks ago, the cornerstone and topping-out ceremony of the Hipodroomi Quarter brought together everyone who has contributed to this significant development — including our team at Tammer.

As you can see, the first Tammer doors are already in place on the parking level. And there’s more to come! We look forward to showing you the final result as the project progresses.

Hipodroomi Quarter is rising on historic ground once home to seaside summer estates and the iconic hippodrome, opened in 1923. The last race took place in 2022, and horses could still be seen in the area just before construction began. The hippodrome will soon relocate to a quieter setting in Tuula village, Saue municipality, allowing the Tallinn site to transform into a modern residential and commercial hub.

Once completed, the district will offer 350,000 m² of well-planned space for living and business, supported by a comprehensive infrastructure. A defining feature of the project is its people-first design: all car roads are placed underground, leaving the above-ground area dedicated to greenery, parks, and pedestrian-friendly public spaces.

The buildings in the quarter will meet A-class energy performance standards, which nowadays is a key value in creating a future-proof and sustainable urban environment.
